Public Hearing Notices

Public Hearings are part of formal government meetings and are scheduled as needed. Public Hearings are opportunities for a governing body to receive testimony from the public at large on local issues or proposed government actions. Notices are posted here and published in The Winchester Star — the area’s newspaper of record — at least 10 days prior to the Public Hearing.

 

Continued Public Hearing: Carter Hall Estate, LLC

The Clarke County Planning Commission will conduct a Continued Public Hearing in the Berryville-Clarke County Government Center main meeting room, 101 Chalmers Ct., Berryville, Va., on Friday, May 5, 2023, at 9 a.m. or as soon thereafter as the matter may be heard to consider the land use application shown below:

SUP-22-02/SP-22-03, Carter Hall Estate, LLC.  Request approval of a special use permit and site development plan to operate a country inn per Section 5.2C (Business Uses – Country Inn) of the Zoning Ordinance.  The subject property is approximately 86.4 acres, zoned Agricultural-Open Space-Conservation (AOC), identified as Tax Map #30-A-15, and is located on Carter Hall Lane (private road) in the Millwood Election District. During the March 3, 2023, Planning Commission meeting, the application was deferred by the Planning Commission until April 7. This included continuation of the public hearing.  The applicant stated that the purpose of the deferral was to make changes to the application, including the removal of the new facilities and event activities that were originally proposed with the Country Inn.

On March 27, 2023, Clarke County received a deferral request from the applicant to defer the application until the Planning Commission meeting in May. The purpose of this additional deferral, as explained by the Applicant, is due to the fact that additional time is needed to complete review of the changes by review agencies, including but not limited to the Virginia Department of Environmental Quality (DEQ). This deferral request will be considered by the Planning Commission at its April 7 meeting.
