Apply for Festival or Special Event Permit

The Code of Clarke County Chapter 57 governs special events within the county. Events held within the town limits of Berryville and Boyce, within the Berryville annexation area, or on property owned by the county, state, or federal governments do not require a special events permit from the county.

Does your event require a permit?

Generally, if your event is for less than 150 people, is private (by invitation only), is held indoors, or is free, you are not required to obtain a Special Events Permit. Use this visual guide to determine if you need a permit. Regardless of whether a permit is required or not, you are strongly encouraged to speak with neighbors about any event you may plan.

Permit Process

1. Contact County Administration staff to discuss your event and confirm whether or not a permit is required.
2. After deciding on basic details of the event, submit a Request for On-site Agency Review.
3. County Administration staff will coordinate various agencies and schedule your on-site review meeting. 
4. After the on-site review, staff share with you relevant feedback from the reviewing agencies. Use this feedback to help decide upon and confirm your event details.
5. Submit your completed Special Event Permit Application to County Administration, and pay permit fee to the Clarke County Treasurer.
6. Staff will review your application and include it on the next Board of Supervisors evening session agenda.
7. At least 10 days prior to the Supervisors meeting, staff will mail notices of your application and meeting date to property owners adjacent to the proposed event site. A sign will be placed on the event property, informing the public of the date and time the Supervisors will consider the application.
8. You will present your application during the Board of Supervisors meeting, and citizens will be given time to offer comments. Then, the Board will take one of the following actions:
       a. Approve and issue a permit as presented
       b. Approve and issue a permit subject to specific conditions
       c. Defer action to a later meeting
       d. Deny permit
9. Staff will provide notice of the Board’s decision to the applicant and the adjacent property owners.
