Children’s Services Act

The Children’s Services Act (CSA) is a law enacted in 1993 that established a single state pool of funds support behavioral health services for eligible youth and their families. State funds combined with local community funds are managed by local inter-agency teams that plan and manage those services for youth. The Office of Children’s Services (OCS) oversees Clarke County’s administration of the program. Its mission is to empower communities to serve youth.

Clarke County CSA includes the Community Policy and Management Team (CPMT) that manages the local CSA program by coordinating agencies efforts, managing the available funds, and establishing local CSA program policies.

Clarke County CSA also includes the Family Assessment and Planning Team (FAPT), a multi-disciplinary group that helps assess the strengths and needs of individual youth and families and together, with those youth and families, decides what services to recommend, prepares a plan, and monitors progress toward accomplishing goals.

CMPT and FAPT are child-centered, family-focused, and adaptive to community needs. CSA utilizes the Systems of Care model in developing creative solutions that focus on family needs and empower them through their strengths. “Child-centered and family-focused” promotes working in partnership with families to ensure that the assessment, design, delivery, and management of service is family-driven. “System of Care” promotes policies, uniform guidelines, services, and practices in communities that can be tailored to meet the unique strengths, resources, and needs of youth, families, and communities.

CPMT meetings are from 2 to 4 p.m. on the fourth Tuesday of each month in the second-floor meeting space of the Berryville-Clarke County Government Center (101 Chalmers Ct., Berryville Va.). CPMT meetings are open to the public.

FAPT meetings are 1 to 4 p.m. on the first Tuesday of each month and 10 a.m. to 1 p.m. on the third Tuesday of each month. Virtual options are available. FAPT meetings are confidential and by appointment only. Please contact the CSA Coordinator to make an appointment.
